LONDON -- Disability:IN today announced an updated resource developed in collaboration with White & Case examining the evolving implementation and enforcement landscape of the European Accessibility Act (EAA). The update builds on the organizations’ 2024 publication, Disability Inclusion in the EU: A Legal Analysis to Guide Corporate Responsibilities Under New EU Disability Inclusive Legislation, which helped companies understand the implications of emerging European accessibility and disability inclusion requirements.

With the EAA applicable since June 28, 2025, the updated resource provides businesses with new legal analysis and practical insights from the first phase of national implementation and enforcement. There search examines developments in France, Germany, Ireland, Italy, the Netherlands, Norway, and Spain, helping organizations understand how accessibility obligations are taking shape across markets.

The update reflects Disability:IN’s continued commitment to providing companies around the world with timely information about developments related to disability inclusion and accessibility and their implications for business strategy, product design, compliance planning, and serving customers in European markets.

Key findings

  • Enforcement structures and oversight mechanisms are beginning to emerge across European jurisdictions, though approaches vary significantly by country.
  • Early activity has focused heavily on digital experiences, particularly e-commerce, financial services, and other consumer-facing services.
  • The analysis addresses how EAA requirements apply to AI-enabled products and services. The requirements are technology-neutral,so AI-driven interfaces are subject to the same functional accessibility standards as traditional technologies.
  • The resource expands the discussion of business-to-business (B2B) implications. Purely B2B services generally fall outside the EAA’s direct scope, but B2B products, suppliers, and contracts may still be affected when they support consumer-facing products or services.
  • Companies headquartered outside the European Union may still be subject to EAA requirements when they place covered products on the EU market or provide covered services to EU consumers.
“As organizations continue to navigate a rapidly evolving accessibility landscape, businesses need clear, practical information about what these developments mean for their products, services, and operations,” said Reid Jewett Smith, Ph.D.,Vice President of Research and Policy at Disability:IN. “Our goal is to provide business leaders with the insights they need to support both accessibility and long-term market readiness.”
“As implementation of the European Accessibility Act progresses, new enforcement mechanisms are taking shape that extend beyond the European Union,” said Constantin Nuernberger, Associate at White & Case. “The report adopts a multijurisdictional analysis of these enforcement mechanisms to provide greater clarity to this evolving legal landscape.”

The updated resource is designed for organizations seeking to understand the broader business implications of the European Accessibility Act. Although the law applies within Europe, it has implications for companies around the world that develop products, deliver services, manage global supply chains, or engage customers in European markets. The findings illustrate why accessibility is increasingly a cross-functional business priority, with implications for strategy, product development, technology, procurement, legal and compliance, risk management, and customer experience.
